Whether you want to leverage the Web Parts or not depends fully on whether you include Web Part Zones or not in your User Controls. While using User Controls instead of Page Layouts allows you to modify the contents of Page Layouts easier, you can still leverage Web Parts to allow users to customize pages&#039; contents.</description>
